Colombia has brought fibre connection to 770 cities during the past three years, which outdoes the initial Government provisions.



The progress of Plan Vive Digital, which aims to bring ICT technologies to the whole country, was analysed at Andicom 2013, the international congress held in Cartagena, by the country’s ICT Minister, Diego Molano.

During the past three years Colombia has increased its Internet point access from 2.2 million to 7.2 million, although the penetration percentage is still low (34% of houses are connected and 20% of SMEs). Molano praised the fast growth experienced lately, which is placing the country in a real digital environment.

According to the minister, Colombia has also become the best internationally connected country in Latin America, due to five submarine cables – with four more under construction. The country has also launched its 4G network, in which six telcos are operating.

One of the difficulties of bringing the whole Latin American region to the digital era is the remoteness of some of the areas. In Colombia, the Government has focused on this by starting the Kioskos Vive Digital project, through which at least one Internet point will be installed in towns with more than 100 inhabitants (of which there are 5,344 in the whole country). It has already installed 1,100 Internet points in these remote areas.

Spanish cable company ONO will add three HD channels to its current offer on the TV platform TiVo. The HD versions of Sportmania, TCM and Garage TV will increase ONO’s HD offer to 31 channels.



According to ONO, the HD offered through TiVo uses the fibre network of the company, allowing speed transmission up to 20Mb and offering “an exceptional quality”.

Sportmania HD will mostly broadcast football, with the national leagues of England, Italy, Argentina, Brazil, Germany and the Netherlands. It will also show the NBA, Asobal handball league, tennis grand slams – as well as ATP1000 and ATP500 - rugby, or the American NFL and NHL leagues.

TCM HD is a fusion of TCM and TCM Author, which left TiVo’s schedule. But the author programming will still have a place in the new channel. Garage TV focuses on motor shows and races.

ONO keeps betting on HD, while expanding its network and also improving its video-on-demand (VOD) service. Currently TiVo’s VOD library has more than 2,800 titles available as well as movie and TV show premieres.

BBC Daytime has commissioned a new 20-part cookery series with celebrity baker and Great British Bake-Off star Paul Hollywood, called Paul Hollywood’s Pies And Puds.



Each of the 45-minute shows will see Hollywood cook three recipes: a signature pie and a signature pudding plus a dish inspired by a guest expert.

Hollywood said: “This programme is about our affection for straightforward, honest food. Pies and puddings really sum up the strengths of our culinary culture - there’s something about a home-baked pie or simple steamed pud that warms the cockles of your heart like nothing else. It’s good food simply made and above all delicious.”

Damien Kavanagh, Head of BBC Daytime, said: “Paul is much loved by BBC audiences and his new series will be a real treat for Daytime viewers, providing them not only with a baking masterclass but also the fascinating stories behind some unique recipes. Sweet or savoury, the series will feature something for everyone.”

Nick Bullen, director of programmes at Spun Gold, said: “Paul’s new show will pay tribute to the nation’s favourite comfort foods. We hope viewers will take inspiration from Paul’s travels and recipes to recreate some of these tempting puddings and pies in their own homes.”

Paul Hollywood’s Pies And Puds (20x45-minutes) was commissioned for BBC Daytime by Gerard Melling. It is being produced by Spun Gold. The executive producer is Chris Kelly. The series producer is Dunk Barnes. The series will air on BBC One later this year.

With smartphone sales surpassing feature phone sales for the first time, new monetisation channels are emerging for media firms but these will only be realised with adequate billing systems according to a research note by MPP Global Solutions.



The provider of customer relationship management, payment and eCommerce solutions to the media and entertainment sectors noted that video broadcasters are now moving much of their budgets to the digital platform in order to offer a wider range of content for people to consume however and whenever they want. It sees particular focus on the on-demand sector.

However MPP warns that despite this user demand, it is important that operators have an eCommerce model in place that can take online payments should it be a paid service. A suitable service would be one that integrates multiple payment types such as credit and debit card, direct debit and mobile billing, payment methods such as pre and post-pay micropayments, subscriptions and real time, and payment channels including web, mobile and connected TV.

WPP advises that a long-term structure is necessary in order to deliver the best possible platform for users. For example, the system must be integrated across PCs, tablets and smartphones, allowing people to seamlessly log into a device of their choosing.

Canal+ Group’s revenues reached €2.600 billion in the first six months of 2013, a 5.3% increase compared to first half of 2012, the Vivendi Group has announced.



This increase was primarily due to the integration of new free-to-air TV channels in France (D8 and D17) and the ‘n’ platform in Poland, the group explained.

Relaunched in October 2012, D8’s audience continued to grow, with a 3.4% audience share in June 2013.

At the end of June 2013, Canal+ Group’s total subscription portfolio grew, reaching nearly 14 million subscribers, thanks notably to good performances in Africa and Vietnam.

In mainland France, ARPU grew by €1.6 to €49.5 compared to the first half of 2012. However, the number of subscribers continued to decrease in France, with reports saying that numbers will be down 350,000 subs this year against 80,000 in 2012.

The impact of rival sport pay-TV channel beIN Sport shouldn’t be underestimated, but Canal+’s finance director remains positive about the end-of-year outlook.

Canal+ Group’s EBITA was €449 million.

On 21 September, the group will launch Canal+ Series, a premium channel dedicated to series that will line up French and international productions, including Canal+’s original productions.

Due to a less favourable than anticipated advertising market in the first half of the year, Canal+ Group slightly adjusted its 2013 EBITA forecast to around €650 million.

Vivendi has also adjusted the 2013 outlook for SFR and GVT while confirming predictions for the Universal Music Group. The media and telecom group posted revenues at €10.842 billion for the four companies, down 1.5% compared to first half of 2012. The EBITA reached €1.391 billion, down 27.0% owing to the decrease in SFR’s EBITA.

Television executive Anita Jacoby has been appointed as managing director, ITV Studios Australia.



Most recently, Jacoby was director of programs at Zapruder’s Other Films, overseeing a slate of original programmes including Enough Rope with Andrew Denton, Elders, AFP and The Gruen Transfer. Prior to that her roles included producer on current affairs programmes 60 Minutes, Sunday and Witness. She has also been executive producer of LAWS on Foxtel and has produced numerous TV series, specials and documentaries, including the feature documentary God on My Side.

Paul Buccieri, managing director ITV Studios International and CEO and president ITV Studios America, said: “Anita is both a talented creative and an extremely experienced producer. Her career spans almost all genres, a fantastic asset as we continue to grow our Australian business. ITV Studios Australia is a key element of our international operation and has an important part to play as we continue to progress building a strong international content business. A new study from Infonetics Research Converged has found that even though average selling prices will bottom out, good times lie ahead for converged cable access platforms (CCAP).



In its 2nd quarter 2013 (2Q13) CMTS and Edge QAM Hardware and Subscribers report, the analyst showed fundamentally that CCAP pricing is expected to erode further while channel volumes continue to soar.

It showed that the first significant deployments of CCAP-capable products have begun and that increasing channel capacity to support DOCSIS 3.0, multiscreen, and OTT video will be matched with decreasing price-per-channel. That said, the survey also found that major CCAP shipments won’t begin until 2014, when vendors make available integrated broadcast and narrowcast video QAMs and DOCSIS downstream on the same RF ports.

“Once again, the cable broadband aggregation market is a tale of opposing trends,” noted Jeff Heynen, principal analyst for broadband access and pay-TV at Infonetics Research. “2013 will be the nadir of recent and future years … But good times lay ahead as channel volumes across the board should more than offset the continued ASP erosion.”

Infonetics calculated that the global CMTS and edge QAM market declined 4% in 2Q13, to $313 million, as lower-cost CMTS downstream and edge QAM channel shipments dominated the product mix. In the key North American market, CMTS and edge QAM revenue was down 27% in 2Q13 from 2Q12, owing to the turn-up of a large number of software licences.

Telemundo is continuing its local ratings streak: during August, Telemundo Station Group’s late evening news and two of Telemundo Media’s original productions (Marido en Alquiler and Santa Diabla) delivered strong performances among adults 18-49 in key markets, according to Nielsen data.



Telemundo Miami’s Noticiero Telemundo 51 at 11pm continues to be the most watched local newscast across all stations in the market, while Telemundo Houston’s Noticiero Telemundo Houston at 10pm was the fastest-growing local newscast for its fifth consecutive month.

In addition, Telemundo’s newly premiered telenovelas are the No 1 overall programmes in their time periods among adults 18-49 in the Miami market. Marido en Alquiler (Husband for Hire, M-F 9pm ET), starring popular telenovela stars Maritza Rodriquez, Sonya Smith and Juan Soler, was the most watched programme across all stations, regardless of language, among adults 18-49 in Miami. It ranked No 2, regardless of language, in the same demo in New York. In addition, Marido en Alquiler delivered double-digit year-over-year growth among adults 18-49 in Phoenix (+60%), Dallas (+45%) San Francisco (+26%) and Miami (19%).

Santa Diabla (Broken Angel, M-F 10pm ET), the steamy telenovela starring Gaby Espino, Aarón Díaz and singing sensation and actor Carlos Ponce, was the No 1 programme across all stations, regardless of language, among adults 18-49 in Miami. It ranked No 3, regardless of language, in the same demo in Los Angeles, New York and Houston, outperforming general market programming. In addition, Santa Diabla delivered double digit year-to-year growth in Phoenix (+78%) and Houston (+24%).

History Channel’s series Vikings, which is now off Antena 3’s schedule until next season, achieved great success in Spain, reaching an average share of 15.2% and nearly two million viewers.

Michael Hirst’s story again led Spain’s prime time slot, and the Atresmedia channel prepared a season finale with the last three episodes, which had respective shares of 12.2%, 13.2% and 14.8%. These were actually the worst audience results of the series, which had its best figures on its first day of broadcast, with a share of over 18% and nearly 2.4 million viewers.

Vikings is the first History Channel production to achieve such worldwide success. The American production found no competition in Telecinco with CSI New York or in TVE, despite broadcasting the Champions League, and Cuatro’s sport programming and La Sexta’s films night couldn’t overtake Vikings either.

Spanish advertisers are refusing to back down following a decision supporting the advertising regulation for public channel TVE, and still believe the return of adverts to the channel is a possibility.

The legal situation isn’t incompatible with a monitored return of advertising to TVE, “from where it should have never left,” according to the Spanish advertisers association AEA.

The European Commission first supported the French law, which is similar to the Spanish model, and more recently the European Court of Justice filed a case against the Spanish advertising law. These two decisions are seen as a public support of TVE’s financial model, which taxes the country’s telcos in order to finance public TV.

According to Europa Press, AEA says that the French and Spanish models can’t be compared, as in Spain there are no ads at all, whereas in France the public channels do include some advertising. In addition, in Spain it is “essential to define a sustainable financial model for RTVE, for which advertisements are needed”.

The Government has not made any statement yet, but before the European moves it did show its intention to consider the return of advertising to TVE in order to sustain a budget which has been decreasing due to the falling incomes of the telcos. Adverts are “a common good for society as an information source, consumption generator and richness,” stated AEA in an official release

Empresa de Telecomunicaciones de Bogotá (ETB) will exclusively bring the Colombian channel Win Sports to its new IPTV and over-the-top (OTT) platform, expected to be launched in December.

Win Sports broadcasts sporting events 24/7 and has recently been the Colombian channel with the greatest growth.

"Our interactive TV platform project points out that we are solid and profitable company, and counting on Win Sports is a triumph, a great goal for our customers," said Saúl Kattan Cohen, ETB’s president. The sports channel has been broadcast through Ingelcom’s DTH service, a cable operator of Cúcuta city, from which ETB bought a pay-TV broadcasting licence.

The channel bases its success on showing national football matches, the basketball league and indoor football, all commentated by recognised Colombian journalists. The programming also includes boxing, swimming and motor racing, as well as many other programmes which explore the less well known sides of sporting celebrities.

ETB has been increasing its fibre-to-the-home (FTTH) network and will release its hybrid TV platform (IPTV and OTT services) in December. Win Sports will be exclusive to ETB’s service and won’t be available on Une, Claro or Movistar’s pay-TV platforms.

Even though some retrenching is expected, the cloud video service market is expected to be worth $2.36 billion by the end of 2013 according to a new survey from ABI Research.

The analyst’s Cloud Video and Video Hardware Research Service report described a market composed of various business models, including content delivery networks (CDNs), online video platforms (OVPs), managed video platforms (MVPs), and video content management systems (VCMS or CMS).

“The CDN and related markets are poised for a round of consolidation,” comments Sam Rosen, practice director at ABI Research. “We expect horizontal consolidation as well as horizontal consolidation – where CDNs bring in functions, especially from OVPs, to compete for the largest content producers.”

The report also showed that Akamai has continued its iron grip of this market with $322 million in revenues during the first half of 2013 increasing its share of this market to nearly 30% in early 2013, up from about 27% at the same period in 2012. ABI found that other companies competing in the market all have less than approximately 5% market share.

However, the analyst observed that rival CDNs could combine to gain scale in their competition with Akamai and that big investors see space in the market for a second standalone CDN to become a clear number two in the market. ABI noted that Highwinds closed $205 million in private equity funding at the beginning of August 2013 citing growth as well as M&A opportunities, while rival EdgeCast closed $54 million.

Commenting on competition within the market, Rosen added: “Akamai’s historical rival, Limelight Networks, has lost its way … Limelight’s revenues have turned from relatively flat to arching downward in a growing market. The market for CDN is showing in excess of 15% annual growth. Limelight has started messaging about digital presence that speaks more to small and medium business rather than large enterprise buyers – although, part of the strategy includes OVP type functions which may be valuable for media publishers.”

The US FCC has said that it is working towards resolving the protracted fee dispute between CBS and Time Warner that has resulted in a CBS blackout for three million TWC subscribers since 2 August.

"The commission is engaged at the highest levels with the respective parties and is working to bring the impasse to an end," Justin Cole, an agency spokesman, said in an e-mailed statement to Bloomberg. “We urge all parties to resolve this matter as quickly as possible so consumers can access the programming they rely on and are paying for.”

In total, viewers in the affected markets account for about three million TWC subs or 25% of TWC’s base. TWC, the No 2 cable operator in the US, said that CBS is asking for a 600% increase to carry its programming. “We are willing to pay for CBS, and we have offered them significant fees,” Time Warner Cable spokeswoman Maureen Huff told CNN Money. “But their current demands don’t represent a good value for our customers.”

The NFL begins its season on 5 September, with the first CBS games airing on 8 September. That’s a monolithic deadline for TWC. Disgruntled subscribers are already making noise in other ways, churning to Verizon FiOS (the telco said subscriptions were up 16% in the New York City area) and filing a class-action lawsuit against TWC for breach of contract.

The lead plaintiffs say they should be compensated for each day they pay for a subscription without access to popular CBS programming like the new hit Under the Dome, NCIS and the Big Bang Theory, along with premium cable network Showtime, the CBS Sports Network and Smithsonian Channel.

"The courtesy replacement programming," reads the suit, "is not a reasonable substitute for programing blacked out, as it does not include a fungible offering of programmes relative to CBS and Showtime."

The suit claims breach of contract, unjust enrichment and violations of California’s business and professions code.

France 24 has extended its outreach in the US, after inking a distribution deal with digital terrestrial network WYBN in New York State.

The English version of the French international news channel is now accessible to 550,000 homes in the area of Albany on channel 14.8.

With the agreement, France 24 also joins the basic offer of regional cable operator Mid Hudson Cable.

France 24 has also strengthened its satellite capacity across the whole American continent. The English version is now available on Intelsat-21, covering both North and South America. The new deal will allow South American operators to carry the English version in addition to the channel’s French version, which was already available on the satellite.

ESA’s Danish astronaut Andreas Mogensen has been assigned to be launched on a Soyuz spacecraft from Baikonur Cosmodrome in Kazakhstan in September 2015 for a mission to the International Space Station.



This 10-day mission will be Andreas’s first flight into space and the first ever space mission by a Danish astronaut.



The flight is directly connected to the new era in ISS operations: two experienced spacefarers from the USA and Russia will work on the Station for one year from May 2015. During his stay onboard the ISS, he will conduct a series of experiments preparing future missions and testing new technologies.



“I’m happy to announce this mission as this is already the fifth flight assignment for the class recruited in 2009,” said Thomas Reiter, ESA’s Director of Human Spaceflight and Operations.



“With first of the new class, Luca Parmitano, currently working on the Space Station, and three other astronauts already training for their imminent missions, ESA’s new astronauts are very busy.



“Thanks to the decisions of the Member States at the Ministerial Council last November, we will be able to fulfil our commitment to fly all six newly selected astronauts before the end of 2017,” said Mr Reiter.



“This mission is the fulfilment of a life-long dream and the culmination of many years of hard work and training,” said Andreas Mogensen.



“I am excited to be able to participate in ESA’s outstanding programme of science and technology development on board the International Space Station and I am honoured to represent Denmark and Europe in space. The mission is a unique opportunity for Europe to develop and test the technologies necessary for the future of human space exploration.”



New technology and science mission

The launch of the mission will take place on 30 September, 2015 with the launch of Soyuz TMA-18 (44S) and it will end on 10 October, when Andreas will land with Soyuz TMA-16 (42S).



During his flight, Andreas will test novel ways of interaction between the ground and space crews with a mobile device that allows astronauts to operate it hands-free and with several multi-user communication techniques. The system will have also advanced 3D visualisation and augmented reality –features that will be fully exploited with added wearable computers and cameras to allow the general public to follow activities on the ISS ‘through the eyes of an ESA astronaut’ potentially in real time.



Andreas’s short mission is an excellent opportunity for several science studies, particularly in life science. By adding samples and measurements from a short-duration mission astronaut to material gathered and being collected during long-duration missions, the value of the biomedical statistics is increased. All the instrumentation needed for physiology, biology and material science experiments is already available in the Columbus laboratory and samples can be returned quickly back to Earth for further analysis.



A short-duration mission is also perfect for testing a new generation of health sensors, vital measurement devices and electro-muscle-mobility devices. These have direct benefit for future exploration missions and even sooner on Earth, for instance with operators of heavy machinery or with rehabilitation after sports injuries.



Andreas will be specially suited too: he will assess a new ‘skinsuit’ during normal daily activities. This is tight garment made from elastic material mimicking Earth gravity and thus passively mitigating deconditioning of an astronaut’s body during spaceflight.



Along with the Soyuz arrival, the ISS will host up to nine persons for a while – a record that has not been broken since retirement of the Space Shuttle in 2011.



Between Luca’s ongoing mission and flight of Andreas in 2015, ESA astronauts Alexander Gerst and Samantha Cristoforetti, are scheduled for launch in 2014 for long-duration missions to the Station. After Andreas, the next European destined for space will be Tim Peake, who will start his long-duration mission on the ISS as a member of the Expedition 46/47 in December 2015.



High-flying engineer

This new technology packed mission will be a dream flight for an aerospace engineer like Andreas. Not only will the mission include many firsts and demonstrations, but also Andreas will fly as the flight engineer in the ‘left seat’ of Soyuz, making him second-in-command of their vehicle.



Andreas was born in Copenhagen, Denmark, on 2 November 1976, and he received a master’s degree in aeronautical engineering from Imperial College London, UK, in 1999, followed by a doctorate in aerospace engineering from the University of Texas, Austin, USA, in 2007.



He was selected as an ESA astronaut in May 2009 and completed the astronaut basic training programme in November 2010 with the five other astronauts of the 2009 class. Andreas is a qualified Eurocom at the Columbus Control Centre in Munich, where he has been communicating with the astronauts on the International Space Station.



In addition to his training and work activities, Andreas worked for ESA on the Lunar Lander programme at ESTEC, Noordwijk, the Netherlands, where he was involved in the design of the guidance, navigation and control system for a precision lunar landing.

From his homebase at the European Astronaut Centre in Cologne, Germany, Andreas will start his mission training with the partners of the International Space Station. This will take him to NASA’s Johnson Space Center in Houston, USA, and Star City, near Moscow, Russia, as well as Japan and Canada.

Pay-TV consumption in Argentina is on the increase – with 83.1% of houses purchasing a TV service during first half 2013, according to an Ibope report on Buenos Aires, Córdoba, Mendoza and Rosario – and the Latin American Multichannel Advertising Council (LAMAC) sees this as a great opportunity for advertising.



Pay-TV platforms gained a 48.9% share (10% more than in 2012), resulting in all pay-TV channels increased their audience figures. Argentinians also spend 20 more minutes on average watching cable TV. In a context of increasing prices for TV advertising, LAMAC sees an advantage to investing in pay-TV ads, which usually connect with 8-10% more potential customers than the free-to-air channels, it says.



The best opportunities are based on pay-TV’s bigger audience segmentation as, according to Ibope figures, 14 channels share 50% of the audience and up to 27 channels gather 70% of the entire number of pay-TV viewers.



LAMAC says that these figures contrast with the idea that advertisers need to invest in every TV channel to have a bigger impact. “It’s enough to use a piece of the huge channels’ offer,” says the report. By advertising on between 15 to 30 pay-TV channels and selecting the target properly, it’s possible to have a greater impact.

After investing over $3,600 million during a 20-year concession, Movistar and Claro have been ordered to give Colombia’s mobile infrastructure back to the State.



Since 1994, the two operators have been working with the networks inherited from the former public monopoly, but the concession ends next year.



Colombia’s Constitutional Court has ruled that the two operators are obliged by law to give the whole infrastructure back, whereas Movistar and Claro had believed that only the radioelectric spectrum slots needed to be returned and that they would retain the physical network.



The court’s decision is based on the possible dominant position of the companies if they kept the networks, putting at risk the equality of conditions for potential operators. For its part, the Government gets a modernised network, in which both companies have invested €3,648 over 20 years. According to a statement from José Otero, Signals Telecom Group president, in the local newspaper El Espectador, the Government will be able to set the price and conditions for future concessions, leaving Movistar and Claro without much operational space.



The industry was aware of this possibility, however Tigo and Une aren’t affected by the court’s decision, as both signed their concessions later and under new rules.



The slots for the 4G network have already been tendered, with Movistar and Claro participating, and these won’t be affected by the ruling either.

Eurosport has acquired the TV rights for the Bundesliga in women’s football from Germany’s national football association DFB for the seasons from 2013/14 to 2016/17.



The sports channel wants to show one live game per week – both in Germany and in international markets.



With the Bundesliga matches, which will be produced in high definition (HD), Eurosport expands its women’s football line-up by a domestic league for the first time. The channel also shows, for example, the World and European Championships and the Champions League in women’s football.



The 2013/14 season will kick off at Eurosport with the live transmission of the game between current Bundesliga champions VfL Wolfsburg and FC Bayern Munich on 7 September at 1pm CET.

German cable operator NetCologne will take three new TV channels on board its cable network in early September.



The first addition is ProSieben Maxx. The free-to-air channel targeting men aged from 30 will be distributed from its launch date of 3 September.



On 2 September, NetCologne will start carrying the interactive youth channel joiz and nrwision. The channel shows programmes compiled by students and apprentices of media jobs, from universities and interested citizens.



NetCologne will distribute the three new channels in digital and unencrypted, a spokeswoman told Rapid TV News. ProSieben Maxx and joiz will additionally be carried in analogue.

2013 is turning out to be an annus mirabilis for TalkTalk which has now signed up its 500,000th TV customer, just 11 months after launching its YouView service.

As an indication of the current rate of growth, as it reported its yearly financials for the year ended 31 March 2013, TalkTalk boasted 230,000 IPTV subscribers.

The UK ISP says that the milestone confirms its position as the UK’s fastest growing TV service, which it launched at the end of September 2012, providing customers with a free set-top box to access the

YouView non-subscription TV and video on-demand (VOD) service. It also offers customers access to premium, on-demand content such as Sky Movies and all five Sky Sports channels on a month-by-month basis with no costly annual subscriptions.

"Reaching this milestone in less than a year is a great achievement, but it’s just the beginning. Each week thousands more homes are signing up to YouView from TalkTalk," declared Dido Harding, TalkTalk’s chief executive. "Customers tell us they love the great value entertainment we offer, plus the flexibility to watch it when and how they want. As the UK’s fastest growing TV service, we remain committed to bringing affordable pay TV to more and more families across the country."

TalkTalk added that three-quarters of its TV customers are choosing to upgrade from Freeview and Freesat, and a quarter of customers have bought paid for content with family entertainment, movies and children’s programmes proving most popular.

Ahead of Kiev Media Week, starting on 10 September in Ukraine, French distribution company Can’t Stop Media has sold three scripted reality formats to free-to-air broadcaster ICTV.

The channel will produce the local version of Customs Investigators (8x48’) and Special Forces (9x48’), two action-scripted reality formats from German producer Blueprint Entertainment.

Both shows have been airing in prime time on RTL2, with the 2D series of Special Forces launching soon in Germany.

Can’t Stop Media and ICTV have also agreed on the pilot production for a third scripted German reality format entitled Faster Than the Police Allows, which has been airing on Vox for four years.

Owing to the fact that Ukraine is an early adopter of global formats, Can’t Stop Media is looking to extend its partnerships with broadcasters in Russia and other CIS countries.

The second series of The Block NZ has launched to a bigger audience than the first series, which was TV3’s top-rating show for 2012.

The first episode of The Block NZ attracted an average audience of 412,400 viewers (5+) for the New Zealand broadcaster, a 10% increase on the 374,600 the DIY reality show launched with in 2012.

Some 801,500 viewers tuned in during the one-hour launch episode, up from 732,200 in 2012 (5+ cume).

In the key commercial demographics, the launch episode won a 33.4% share of the 25-54 demographic, and was popular family viewing with a 34.6% share in the Main Household Shoppers with Children demographic.

DLA will exclusively premiere the second series of MTV’s teen soap opera Niñas Mal on its video-on-demand (VOD) platform throughout Latin America a week before the music channel does so.

The second season of the MTV production, the first season of which achieved great success in 2010, will be available on DLA VOD platforms from 2 September. Under the agreement between the content distributor and the channel, the 70 episodes of the first season plus the new episodes will be available before the MTV series premiere.

"The premiere of original content on our VOD platform and via streaming before the official launch is a milestone in DLA’s history and adds value for the subscribers to our products in the region," said Pablo Iacoviello, DLA’s director for new acquisitions. "For MTV, it makes its product more widely visible and at the same time promotes its original production in the digital TV market".

The soap opera, which MTV premieres on 9 September, will be available on Clarovideo and Neon platforms in Latin America, and on Now in Brazil. Thanks to the deal, DLA continues to expand its VOD platform in the region, bringing TV without schedules to all types of connected devices.

Rémy Pflimlin, France Télévisions president, who aims to bring his group’s finances back to balance in 2015, is confident about the company’s current reforms and cost reduction strategy: “The company is on the tracks and is fully mobilised,” he stated ahead of the new season.

Owing to the fall in public fund allocation this year and the setback of ad revenues, France Télévisions is to cut 600 jobs in the coming months. Between now and 2015, the group’s employees will fall below the 10,000 mark, with only 9,750 full-time jobs remaining.

The numbers have already decreased by 500 over the seven first months of 2013 compared to the same period of 2012, according to the general secretary, Martin Ajdari, speaking during a press conference.

Regarding the global financial situation, Ajdari added that France Télévisions will lose €40 million over 2013 and that “resources are expected to decrease for 2014 and 2015. The cost reduction plan launched in 2012 will lead to a spending cut of €275 million in 2015 compared to previous forecasts.”

The group, whose annual budget amounts to €2.5 billion and has directly suffered from the global ad price war engaged in by TF1 and M6 on daytime ad slots, underlined the economic efforts that aim to preserve France Télévisions’ missions and values.

Although France Télévisions has renegotiated its content acquisitions with independent productions, the group says that the quality of its programming remains what makes it different to private broadcasters.

France Télévisions most protected area is digital, which has been the main priority during Pflimlin’s tenure. With a budget of €50-€60 million each year, digital developments represent around 2% of the group’s budget.

France Télévisions claims 50 million requested videos each month.

“Digital investment will rise as we’ll initiate new Web programming and enrich the digital life of our content,” Adjari explained.

France Télévisions has also announced the launch in early 2014 of its sixth digital platform dedicated to youth content. The five existing digital platforms focus on news, culture, education, sport and catch-up TV.

Comux UK, the community-owned multiplex operator, has selected Techex to design, commission and support the end-to-end broadcast network for the UK local TV broadcasting platform.

UK broadcast regulator Ofcom awarded Comux a licence to build, operate and manage the local TV multiplex, with a plan for local TV broadcasting for the next 12 years. As Comux gets such an infrastructure in place, it says that it needed a technology partner that shared the company’s long term view whilst also “bringing the flexibility that is vital to a new operator.”

"Building a digital terrestrial network based on an IP network in such a short timescale will require expert knowledge and a detailed design process," said Comux technical director Chris Romilly. "It will, however, deliver significant cost savings and assist greatly with the future scalability of the platform for the second and third phase of rollout. We selected the Techex team because they demonstrated to us the right combination of innovation and experience needed to deliver this project."

Techex will design and install all the critical broadcast services from licensee contribution and central network management through to distribution, transmission and monitoring. It will also liaise with equipment vendors, third-party service providers and regulatory authorities to ensure the platform is launched within the proposed schedule whilst meeting all technical requirements. The company has already supplied IP-based broadcast systems to all tier-one UK broadcasters and firms such as Arqiva, Ofcom, DTG and other broadcast vendors.

The firm believes that it can bring a unique understanding of the nature of the local TV platform and the need to be supportive of the individual requirements of each licensee. “We are proud to be delivering such a key part of the new local TV platform, and we strongly believe that Comux’s community approach will lead to success for UK local TV,” added Technical Director Richard Bailey.

A sluggish, recession-hit Europe is hampering a full global recovery in TV advertising according to a new report by Digital TV Research.

In its TV Advertising Forecasts report, the analyst predicts that global TV advertising expenditure in the leading 55 markets will reach $219 billion in 2018, up by 32% from 2012. Overall, even though TV advertising spend grew by 4.4% in 2012 to $167 billion, Digital TV Research forecasts only 2.8% growth for 2013 due mainly to the continued economic hard times in several European territories. Digital TV Research added that 2012’s figures were boosted by the traditional quadrennial effect that takes place in years with a US Presidential election, summer Olympics and the Euro football championships.

Investigating where growth will take place, the analyst believes that TV advertising expenditure will more than double in Latin America between 2008 and 2018, due to the buoyant economies, Brazil hosting both the 2016 Olympics and 2014 football World Cup, but also because of high inflation in some countries, such as Argentina. TV advertising spend in Western Europe will only be 11% higher in 2018 than in the pre-recession year of 2008. Excluding the Russian market, TV advertising in Eastern Europe will still be lower in 2018 than the 2008 total.

In absolute terms, North America wil account for the lion’s share of net TV advertising expenditure by 2018, racking up $89.6 billion. It will be followed by Asia Pacific on $57.1 billion, Western Europe on $33.2 billion and the aforementioned Latin America on $21.4 billion. Of the $52.6 billion TV ad spend to be added between 2012 and 2018, $18.2 billion is forecast to come from the US, followed by an extra $5.6 billion from China, $4.6 billion from Brazil and $3.7 billion from Japan. However, Argentina, Brazil and Indonesia will record the fastest growth over the same period.

The Amazon-owned online video and DVD service company believes that it was given the social media ‘thumbs up’ due to the quality editorial content it offers such as exclusive behind-the-scenes chats with top talent, first-looks at new trailers, competitions and expert opinions on the latest and greatest films and TV series.

Of the 100,000 film and TV fans following LOVEFiLM on Facebook, 87% live in the UK, with the majority residing in major urban areas such as London, Manchester, Birmingham and Glasgow. LOVEFiLM also claims a strong social community on Twitter with another 48,000 followers.

New research from Analysys Mason is predicting that the number of households taking pay-TV services in Western Europe will increase by 9.2 million to 113.3 million, an 8.9% growth, between 2013 and 2018.

In the report ‘Pay-TV and OTT video services in Western Europe: forecasts and analysis 2013-2018’, the analyst calculates that the number of Western European households taking up traditional pay-TV services – delivered via analogue or digital cable (including MMDS), IPTV, pay digital terrestrial TV (DTT) or satellite – will increase by 4.1 million to 107.7 million, representing 3.9% growth between 2013 and 2018.

Analysys Mason noted that these figures for traditional pay-TV services belie substantial variations between the performances of individual platforms, with gains for some platforms nearly being offset by losses for others during the forecast period. Indeed the analysis suggests that cable households will decrease by 6.2% to 43.6 million between 2013 and 2018; pay-DTT households will decline by 7.7% to 4.9 million, a net reduction of 0.4 million as pay-DTT loses its momentum in major markets such as France, Germany and the UK; and satellite pay-TV households will increase by 3.7% to 31.6 million.

By contrast, the report forecasts consistent growth for IPTV and over-the-top (OTT) and a move away from cable. Yet even though it states that OTT will grow much more strongly than traditional pay-TV services, Analysys Mason does not believe that cord-cutting will be that extreme, with the number of Western European households taking up OTT video services as a primary form of pay-TV increasing by 5.2 million during the period, from 0.4 million in 2013 to 5.6 million by the end of 2018.

Instead, it expects the secondary TV set arena will bear the real brunt of OTT as traditional operators could broaden their reach with their own OTT services to these products. In terms of who will cash in on such growth, the survey points to existing pay-TV operators such as BSkyB with its NOW TV offering being successful in its battle against so-called ‘pure-play’ OTT video providers such as Netflix.

The number of IPTV households is predicted to increase by 29.0% to 27.6 million, an increase of 6.2 million. Analysys Mason expects strong growth for IPTV in many countries, mostly because of aggressive bundling strategies by telcos, which are offering basic pay-TV services at little or no incremental cost within multi-play propositions in order to gain market share.

German commercial broadcast group ProSiebenSat.1 will launch its new TV channel ProSieben Maxx on 3 September 2013 within the programming of six TV channels.

The new free-to-air channel will capture the frequencies of its sister services Sat.1, ProSieben, kabel eins, sixx and Sat.1 Gold when it goes on air live from Berlin.

From 8.12pm to 8.15pm CET, host Funda Vanroy will report live from the red carpet of the kick-off party event in Berlin. The official launch will take place at 8.15pm CET with the German free-to-air TV debut of Hollywood blockbuster Captain America: The First Avenger.

ProSieben Maxx will show TV series like Homeland, Episodes and Spy in the English-language original versions with German subtitles, as well as movies, BBC documentaries and original productions. The target group are men between 30 and 59. During daytime, the channel will screen children’s and youth programmes under the brand name Yep!

At launch, the advertising-financed channel will reach more than 60% of German TV households via satellite and cable, for example via Kabel Deutschland, PrimaCom, Tele Columbus and NetCologne. In Munich and southern Bavaria, ProSieben Maxx will also be available on DTT.

Eager to be less erudite and more rooted in the present than its last season’s schedule, the French-German channel Arte is to pursue a strategy of mixing new genres and looking more to other regions including Europe.

In France, the channel’s audience share rose 1.9% over the first six months of 2013, up 12% compared to the same period in 2012.

Arte wants to keep programmes inventive and will mix genres, lining up top European dramas, documentaries, webdocs and transmedia productions.

Among key programmes announced include the Australian TV series Top of the Lake by director Jane Campion, slated for November, along with Rithy Panh’s film about the genocide in Cambodia, The Missing Picture, due to air in October.

Web innovation and transmedia content will also be part of the channel’s new developments, including the criminal drama Intime Conviction, which will allow viewers to watch the investigation on TV and follow the trial on the Web.

Ahead of European elections, part of the channel’s programming will be dedicated to Europe, and a website is about to be launched.

Swiss commercial TV broadcaster Canal9 has selected several solutions from US technology company Grass Valley to enable its transition from standard definition (SD) to high definition (HD) services.

The five-year agreement with Grass Valley comprises a production client with server configuration, an application framework for non-linear production and a software-based play-out system. Through the open nature of the technology, Canal9 has a large choice of formats to work with.

"The move from SD to HD is of huge importance to Canal9 because we are absolutely committed to giving our viewers the best quality of service possible," said Stéphane Sassano, CTO at Canal9. "Grass Valley’s solutions have made the transition simple. Their intuitiveness and ease-of-use has given us the time and freedom to be creative."

Said Bacho, senior vice-president for Europe, Middle East and Africa at Grass Valley, added: “We’re delighted to be making the announcement today with Canal9, supporting them in making the shift from SD to HD. We understand that our customers want to push the envelope in terms of quality output without breaking the bank which is why we develop our solutions in such a way that they require minimal manpower to use.”

INSIDE Secure has announced that Korea-based fabless semiconductor maker Telechips has embedded INSIDE DRM Fusion Agent solutions for high-bandwidth digital content protection (HDCP).

INSIDE Secure is also providing digital transmission content protection (DTCP-IP) for Telechips newest TCC892X family of set-top box multimedia application processors.

"Using the INSIDE solutions and a trusted execution environment (TEE) based on the Solacia SecuriTEE secure operating system, Telechips is able to more rapidly and cost-effectively provide manufacturers with hardware-secured Miracast and DLNA (Digital Living Network Alliance) standards-compliant premium content protection for HD set-top boxes.

The Solacia operating system provides a hardware-software security architecture that stores, processes and protects sensitive data in a dedicated trusted zone based on the ARM(R) TrustZone(R) chipset architecture,” said the partners.

The smart set-top box and dongle market is expected to pass 18 million units in 2013 – higher than originally forecasted. According to ABI Research, the revision is due to the arrival of Google’s Chromecast device.



Overall, the market is expected to grow with a 10.8% CAGR (2013 to 2018), with less saturated markets along with those that are still developing from a connected and OTT perspective (like the Asia Pacific and Latin America) helping drive this growth.

“Despite stiff competition from a range of connected CE devices, the smart set-top box and dongle market offers an equally compelling user experience often at significantly lower price points,” said senior analyst Michael Inouye. “Google’s Chromecast device in particular sets a new low price bar for the connected CE market, and as more applications are added to its library its value to price ratio will continue to grow.”

The analyst expects more dongle form factors in the smart set-top box market; although the puck will remain highly relevant. The price of these devices will also allow lower tier TV manufacturers to separate the connected TV component, keeping prices lower and enabling customers the option to upgrade the connected platform as desired without replacing the TV or purchasing costly and proprietary upgrade modules, the firm noted.

The dongle path of course opens the door for new entrants as well: Sony and Intel are both planning to go this route. “If Sony secures the rights to distribute live cable channels from Viacom, partnerships such as this allude to a content future quite different from the one many are accustomed to today,” practice director Sam Rosen said. “Content holders are already forging more direct relationships to viewers and this would be a natural step forward, but the pay-TV operators are likewise evolving and adapting to this changing market environment.”

As a result, the amalgamation of pay-TV and OTT will become increasingly important. “Google TV’s vision might have come too early but might grow into this role as a bridge or new entrants like Microsoft’s Xbox One might fully realise this unified vision,” Rosen said.

Content creation and development company Uncommon Content has announced a deal that will allow multimedia entertainment studio Electus sell two YouTube series, Capture and Ex-Pats, to broadcasters internationally.



“As the media landscape evolves, the demand for non-linear content by traditional linear broadcasters has begun to increase significantly,” said John Pollak, president of Electus International. “Through exceptionally high quality series like Capture and Ex-Pats, we are able to continue to lead the charge of delivering to our clients the most sought after content on the market to today, regardless of where it originates from.”

Both series were originally produced by Uncommon for its YouTube Reserve Channel. The deal marks the first time Uncommon Content has contracted to license international distribution rights to Reserve Channel programming.

“We’re very proud of the shows we’re creating and Electus is the perfect partner to help us expand our viewership internationally,” said Kevin Law, CEO of Uncommon Content.

The 12 episodes of Capture provide a fresh and informative look at the art of photography and the stories behind the images.
